In Cali, Columbia's third largest city, just 15% of a disenchanted population turned out for local elections. The authorities were determined
to reverse this trend, and challenged MEC to reduce abstention at the next poll by 5%. Loosely translated, the campaign's call to action
was 'put on the face' - a theme that exhorts people to stand up and fight for what they believe in. Non-traditional channels were used to
seed the slogan, including 'democracy plays' performed in shopping malls. Awareness of the campaign reached 69%, with a 7.3% decrease
in electoral abstention. |
